HI
the same problem occurs on my other PC with Windows 11.
This morning everything was working fine.
The PC with Windows 10 updated during lunchtime by installing "2023-12 cumulative update for Windows 10 version 22h2 for x64-based systems (KB5033372)".
My windows 11 PC has now updated by installing "2023-12 cumulative update for windows 11 version 23h2 for x64-based systems (KB5033375)"

I'm having the same problem too, only on Windows 11 and MS Outlook 2019 computers. I tried the below method and did not work on any clean installs of MS 2017 with Windows 11 for the past 2 years. Windows 10's with MS 2019 are no problems.
"Fix the Interface
Access the Windows Registry Editor by running RegEdt32.exe from the Windows start menu.
Navigate to each of the keys that exist (depends on if using the 32 or 64 bit version of Outlook/Windows)...
HKEY_CLASSES_ROOT\Interface{00063001-0000-0000-C000-000000000046}\TypeLib
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\WOW6432Node\Interface{00063001-0000-0000-C000-000000000046}\TypeLib
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Classes\Interface{00063001-0000-0000-C000-000000000046}\TypeLib
Find a '(Default)' entry with the value '{00062FFF-0000-0000-C000-000000000046}'
Locate the 'Version' entry and confirm this version matches the value in the following table based on the version of Outlook currently installed.
Outlook Version
Outlook 2000 9.0
Outlook 2002 9.1
Outlook 2003 9.2
Outlook 2007 9.3
Outlook 2010 9.4
Outlook 2013 9.5
Outlook 2016 9.6
Outlook 2019 9.6"

I attach the log for windows 11
this seems not to be a GCSM bug, maybe a problem in your office installation. Did you try this?
