#1367 Appointment sync does not handle meeting timezone correctly

After moving to the winter (days saving) time, the meeting time are not updated correctly.
Case: the meeting is scheduled from TZ GMT+3 which does not change to winter time.
I am in TM GMT+2 with winter time.

Local settings:
Windows regional settings: Europe/Athens (GMT+2)
Google Calendar settings: Europe/Athens (GMT+2)
GCSM timezone: Europe/Athens (GMT+2)

Looks like the meetings are always copied to Google in the local timezone rather than inheriting the one that was used by the meeting creator. And therefore such cases are not handled.

Expected result: * meeting before winter change : at 2:30pm local time * meeting after saving time change: at 1:30pm local time in Outlook * meeting after saving time change: at 1:30pm local time in Google

Actual: * meeting before winter change : at 2:30pm - correct * meeting after saving time change: at 1:30pm in Outlook - correct * meeting after saving time change: at 2:30pm in Google - wrong
