#1333 Missing time zone [400] error

Keep getting this error

Error saving existing Google appointment Marie Pole's Birthday - 2/6/1960 10:00:00 AM Recurrence.
Google.Apis.Requests.RequestError
Missing time zone definition for start time. [400]
Errors
Message[Missing time zone definition for start time. Location[ - ] Reason[required] Domain[global]
]

It was fine as an all day event but changed it to a 5 min event starting at 10:00 am and got the error.

This happens a lot of the time, using Outlook 2019, see log file

The cure is to go into Google and change the time there, but I want Outlook to be the master.

This happens every time I change outlook from an all day event to a timed event.
