#13 proxy issues

The program defaults to checking for new versions on
startup. This is rather annoying for people behind a
proxy as they can't specify a proxy until the program
starts up and can't start the program because it hangs
for several minutes trying to check for new versions.

This option should be off by default. Actually it
shouldn't be present at all but I'll settle for off.

Does it actually take minutes to fail for you? I'm behind a
proxy too, but it only tries for about 15 seconds when the
proxy isn't configured.

I don't know if it takes "minutes" for me, or forever. I'm
still waiting..... Please disable this by default.
