#4 Map Editing Tools needed

We need tools for editing maps in a GUI.

Most needed features:

Drag to rotate button
Drag to move hill up/down button
Paint texture tools
Rigid object point-and-click drop in tool
Arrow keys to "fly" over map

How about new/load/save? We can also support set bg color,
