#97 Bash Incorrectly Initializes argv[0] and the HOME Environment Variable When DECC$POSIX_COMPLIANT_PATHNAMES is defined

When invoked directly from DCL and the invoking process has the CRTL Feature Logical Name DECC$POSIX_COMPLIANT_PATHNAMES defined, Bash incorrectly initializes the HOME environment variable with an OpenVMS formatted path instead of a UNIX formatted path. Also, under these same conditions, argv[0] incorrectly ends with a ".exe" extension.
