The [VMS$COMMON.GNV]*.dir folders should be symbolic links on the [PSX$ROOT]*.dir directorys.

The GNV packages should not be depending on the PSX$ROOT being set up.

This allows customers flexibility in how they set up their "/" environment as they are likely to add "/opt and /var and other directories.

It also helps to prevent directory looping and will make the posix root on VMS look and behave more like on Unix systems.

A command procedure could be written to convert an existing directory tree to the preferred format.
