compiler build work.

I've made the following changes to GNU make to get
vpath working so that
the Intel compiler build will work. It isn't obvious
from the difs, but
basically, when one is using a unix shell, nothing
should change for
vpath processing.
All this makes me wonder if there are other places
where VMS ifdefs
should be upgraded. I'm not going to make that pass
over the sources
right now.
The whole issue of giving the source changes back to
GNU is a task for later.

This is probaby a result of the GNV Make being an old fork of GNU make.
I am not planning on anything but emergency fixes to GNV Make.
