mine is C:\usr

I've done something like that :

c:\bin > place for zsh ( so the shebang #!/bin/sh works fine ! )
c:\etc > zshrc ( natural way to the config )
c:\usr > GNUWIN32 root

this unix way of path is the best i've found !

About packaging : I'm wondering about innosetup vs NSIS .
