There is a bad link at http://gnuwin32.sourceforge.net/faq.html#How_can_I_display_european_special_characters,such_as%C3%A4,%C3%B6,_and%C3%BC,in_a_command_window
The "See Native-language support link" is http://gnuwin32.sourceforge.net/install.htm#Native-language_support_ (I think that the "install.htm" should be "install.html" i.e. it's missing the final "l"). When clicked, there is an error message suggesting how to contact the admin, but ... the link it refers to (https://sourceforge.net/support/prweb-lookup.php?host=gnuwin32.sourceforge.net) does not work - i.e. the link to tell you how to report a broken link is broken!
