If you double click on the ruler position, then these numbers go to
clipboard where from you can retrieve it. That's easy. What more
sophisticated stuff do you want? Please specify exactly your ideas / give
an example.
Would it be sufficient if the "6" hotkey prints also the ruler position when it
turns on?

without the ruler I have on the bottom of the graph the
cursor position, if I doubleclick gnuplot copies the x a y
on the clipboard.
if I turn on the ruler, in the bottom of the graph I have
cursor position and ruler position as well as derived
quantities (distance etc...). IMHO I would expect that if I
doubleclick it copies point and ruler position...
well this is just a wish list...
maybe the best way would be to add the feature in the
clipboardformat field e.g.
set mouse clipboardformat "%g %g %g %g"
would print cursor position and ruler position.....
