Although gnuplot does not use that API directly, it indicates that the toolchain used to build the binary dropped support for Windows 7. (This is likely MSYS2/MinGW64). Having said that, an older compiler (or) MSVC could still be used to build a binary compatible with Windows 7. Minimum requirement for the gnuplot code itself is Windows 7.
