The "noextend" range setting is not applied to logscaled axes.
Example:

set logsc y
set yr noextend
set xr [-0.1:1.1]
plot 10**x

Hmm. With the development version I get the plot below, which looks correct. But yeah, I get something different in 5.4.3 so either a fix didn't make it into the stable release or something broke.

Got it. This was already fixed for both 5.4 and 5.5 but the fix did not make it into 5.4.3
