#2301 D2d: Unable to resize swap chain. hr = 887a0001 error

I am running Windows Version 5.4 patchlevel rc1, last modified 2020-04-07. I am running Windows 10 64 bit.  I get a recurring error when usinng the GUI with the message:
`D2d: Unable to resize swap chain. hr = 887a0001`. Sometimes the gui crashed before the message.

Sometimes this crashes the GUI. Evidently this is a common problem on other applications.

While I was able to reproduce the error message, the the program didn't crash here.
The problem was that when the window is notified of a size change, the window size sometimes cannot be determined. We now ignore that notification.
