There's a bug in 1.1-pre2 that it always asks for the old master 
passsword, even if none was entered yet.  If you have all the build 
tools, you should use the CVS version or apply this patch:

Another way is to install an old version, enter a new master password 
and then upgrade to 1.1-pre2.
