It's a known bug in 1.1pre2 and is fixed in the CVS.  It doesn't
happen when you are just upgrading, this is why it slipped through.

The keyring application should just ask for the password when it is
opened the first time.  But in 1.1.pre2 that is broken.  Best way is
to remove keyring first, then install and run a different version and
enter the password.
