Really, an irc client should just need irc.oftc.net then /join #opencobol
I'm relatively new to OPing channels, so it'll likely fall down a few times before it stabilizes. And chat rooms need people to be worthwhile. I'll try and stay on top of it, but you'll likely have to wait for responses.
Oh, and there is still the existent #add1.to channel on irc.mibbit.com, but this new channel will carry the opencobol name (and a little nod to the good folk at OFTC).

webchat.oftc.net only serves static files and requires your browser have javascript enabled. This particular client will use socket.io to connect to https://webirc.oftc.net:8443 (only via SSL) and alternate ports will be coming as soon as we can agree on them.

webirc.oftc.net is a very thin proxy run directly on our servers which has the following benefits:
No unnecessary third parties between you and OFTC.
Your communication with OFTC is always encrypted.
Soon you’ll be able to identify with services by installing a client certificate in your browser (see NickServ/CertFP)
Speaks raw IRC to your browser (negotiated by socket.io) so you’re free to write your own client.
Your IP will appear on the network, and not the IP of the web server that hosts the client software.
Allows OFTC and Channels to better manage themselves.
Keeps you from being stuck into strict connection limits.
Here is the certificate used for webirc it is issued by startssl and should be accepted by most modern browsers.

I'm not sure if you can encode a speed dial url to the #gnu-cobol channel or not, but from what I can tell, - no - on purpose, to avoid iframed webbot implosions

It's a relatively small outfit, but still around 5 years after discovery and trial,

More often than not, everyone in the room can just pass around op permissions once you get a feel for the nickname's intentions.
Once granted, to pass it on, it's just

When timing works out and we can send back and forth some friendly notes, long term lurkers on the channel get to be ops to help the next round, which may get to be ops if who's who can be established, and they told two friends...
So, jump on drop a note. I use ChatZilla inside Seamonkey, and HexChat everywhere else now.
Another try to see if the channel can grab a critical mass of notes and lurkers to get in the swing of spontaneous and scheduled real time discussions about GnuCOBOL and being a COBOL nerd programmer.

What should always work is following the INSTALL file.
A look at the wiki->Install Guide would be even more useful in this case.
If you don't want to use Oracle's BDB you can grab a copy of VBISAM, compile this and do
on the configure part.
To do a
after (or instead) the first make on a machine gives always some comfortable feeling.
