The one send by Mickey are the official GnuCOBOL builds, the ready-to-use nightly-snapshots are automatically generated and not that well tailored.
But of course, they should build (I've disabled the builds after 3.1.2 release and forgot to reactivate them) and pass the tests (which they at least do now in the "plain" builds), allowing them to be downloaded.
The CI build currently runs, if it takes as long to complete (multiple win32 builds) then the download should be available somewhere in between 10-80 minutes...
3.2 has not got as much time (or at least commits) as planned, so it currently is "nearly 3.1.2" with minor bugfixes. I still plan to work on that as soon as time permits.
That said: 3.1.2 is quite nice, so have fun with the official packages :-)

Wanted to update the gnucobol build for Mageia which is at 3.1 to v3.1.2.
Although I have downloaded the 3.2 archive I can see no info for it as
to what it changes from v3.1.2 so I have not played with it..
