Your question is totally unclear to me...

    • GnuCOBOL needs: a C compiling environment (so more "tools" that a plain distro ships; but if you install GnuCOBOL via the distro's package manager the matching C compiling environment should be automatically installed as dependency)
    • Linux is a kernel (and also distro ship with different ones), you can't execute most programs under "void kernel" - not sure what you actually want to ask, maybe "Why need I libraries and other programs?"

Void Linux supports both the musl and GNU libc implementations

GnuCOBOL runs under Void, I even tested the 3.1.2 the issue is I CAN'T compile COBOL programs correctly there! They do compile but the fail to run. ITS A F MYSTERY!
On tests that I did ,some programs that I run under that darn platform, compiled without any error (cobc) but when I ve tried to run them they did not run at all. All of them failed to display ANY screen from the screen-section. Even a simply one...

Just install Void on any VM and try there...

Did you install the included packages for gnucobol and if so remove all
of them before building the v3.1.2 release from sources ?

What does cobcrun -v --info says?
SCREEN SECTION not showing anything sounds like no screen-io being available, nothing more.
If the command above does not work, then there should be an error message and (or at least) a return code; and in this case the output ofldd $(which cobcrun) would be relevant.
