#281 [PATCH] Update FSF address

Old address of FSF was used in all headers. Attaching patch to change all of them. This was done against 2.4.x branch.

win32/exetype.pl: No copyright UNKNOWN

win32/nsis/img/svg2bmp.sh: No copyright UNKNOWN
