#167 Add article/pubsource feature request

As an enhancement to the add article function. If an article is
submitted and the pubsource is not found it would be better if
the error had the following text functions.

1.text="Pubsource not found- please return to the add article
page and try another name ". Function="add link back to the add
article page currently being filled out".

2.text="Pubsource not found, please add the PubSource record "
and function=direct link to add pubsource interface.
