#113 sequence duplicate check

I was able to add the following sequence:

AF283277, gi = 9082325 to Pub even though a
sequence with genbank accession = AF283277 already
existed.

Also, when I now went to make the entry without the gi
obsolete, I got this error.

genbank_gi required
Sequence with same db_name, db_accession and gi
exists in DB table 428038
