#2 motd on startup should be optional

Upon connecting to a server, the message of the day is
always shown immediately. This should be an option
(enabled by default). The user can still read the motd
by choosing it from the menu.

I agree, this is a very very good option - however it should
be also possible for the server admin to place a code into
the MOTD (since the client always has to at least receive
it) that makes it appear anyway. This could work much like
the color codes, if the first line of the MOTD is

%CRITICAL

Then it forces it to appear even if the user has MOTD turned
off. What do you think, Justin?
