config-gfarm, config-gfarm-update and config-gfsd scripts are for administrative use (which is consistent with their man section 8) yet they are installed to "/usr/bin" instead of "/usr/sbin".

because this issue will introduce incompatibility, this won't be done on the 2.6 branch. so, I'll postpone this to the next major release.
