#7 The server sends text in the ANSI code page, not UTF-8
Text the server sends, such as captions, arrives in the ANSI code page of the machine rather than as UTF-8. Seen with MENU in Delphi XE3, where CnPack's language menu came out with its c-cedilla as the single byte 0xE7 and a Chinese caption as ????.
This affects every command, not only MENU. It matters for any text outside the ANSI code page, and for Unicode IDEs (2009 and later) the characters are lost before they are sent.
Fixing it means encoding the answers as UTF-8 on the server and decoding them on the client, which changes the protocol: the client and all 23 server packages would have to change together.
