#479 Formatter: wrong indentation for {} comment at start of unit

When formatting the following code

{.$BLAH} // blubb

unit Unit1;

interface

implementation

end.

whitespace gets added at the beginning of the unit:

 {.$BLAH} // blubb

unit Unit1;

interface

implementation

end.
