When I close IDE of Turbo Delphi, always error. I was on XP (32 bit) and is also on 7 (64 bit). Here are windows stack:

We'll need more information on this issue before we might be able to help you. Can you disable GExperts using the GExperts Expert Manager and then restart the IDE and see if the problem stops? If it does not, the problem is probably elsewhere. If it does stop, we'll need to determine what specific configuration settings or other state is causing the issue, since this isn't happening to other Delphi 2007 users, as far as I know. You might also try disabling any similar experts, to see if it is a conflict between two addins. If the exception dialog has a Details button with a stack trace, that data might help. Two ideas to further narrow down the issue would be to quit the IDE, temporarily rename the registry key "HKEY_CURRENT_USER\Software\Borland\BDS\5.0\GExperts-1.3" to "GExperts-1.3.save" and restart the IDE. If the problem stops, the problem is related to registry settings, and you can export and send us a copy of the registry settings. If that does not reveal the problem, go into the GExperts Configuration dialog, disable all experts, restart the IDE, and then try to exit it again. If that fixes the problem, enable half of the experts at once, restart and and exit the IDE again and see if you can determine if a specific one is causing the error.
