It should work. Are you looking at project->file[index]->image->netlist? You may want to make sure you are pointing to the correct file first (maybe there's a blank one open already?). The project->last_loaded value will tell you how many files there are. If you just called gerbv_open_layer_from_filename, then you want to point to the last index in the file array. Other than that, I can't think of any other reasons for what you're seeing. Feel free to snoop in gerbv.c for all the relevant calls.
