Ian, I recommend releasing GeoServer built against GWC 1.7.3. I do not think it is necessary to release a new 1.7.x GWC. GeoServer 2.7.x is built against GWC 1.7.x. To determine whether a new GWC is needed, we have to look at the 1.7.x branch at the time GeoServer is to be released.
