GeoWebCache ignores the tilesorigin parameter, so try setting your tilesorigin to -180.0,-90.0 ? Rant: It's a bit tricky, because the WMS-C recommendations don't mention this parameter at all, yet the Tile Grid Definition sort of implies it. To be honest, I don't understand the reasoning behind the tile grid definition, and I think it creates more problems than it solves. It basically decides where the tile boundaries are based on the bounding box specified by the user who administrates the cache. These bounds can easily change, And once you set the tilesorigin you're pretty much locked. You have to stick to it for the lifetime of the data, and every client has to consider this parameter for every request. Sure, the clients could check the getCapabilities response, but that requires a lot of parsing and it's not obvious how often one has to do that. So why not base it on the bounds of the projection instead?
