I'm pretty sure in maven there's some way to make it so it doesn't try to download the jars, I think you use the non-distributable jars list. I'll play with it this morning a bit. But yes, I'm hoping that just adding the classes12 and sdoapi jars to a user's runtime will work - though we need some testing... I'm worried about the dummy_spatial file getting in the way. And feel free to change the name of that jar as well...dummy-sdoapi is probably a better name. But yes, a readme is a good idea, and if we could get the text to show up in modules.geotools.org that'd be nice as well.
