The shapefile reader fails to work out the value of an 
attribute if its stored in the dbf file in scientific notation 
e.g. 0.123e5 is stored as 0.123.

At least I'm fairly sure that's what's causing the bug in 
my wms implementation, as it goes away if I reformat 
the dbf file in excel.
