Hi Jody,

I forged ahead with an approach that seems to be working, ie. passing
tests and working in tutorial apps.

The changes are briefly described on the issue:
http://jira.codehaus.org/browse/GEOT-3810

MapContent and MapViewport have both been updated, as have the
associated test classes. If you see any problems in the way its been
done, or any gaping holes in what is tested, please let me know or
feel free to hack it.
