[Geotools-gt2-users] The epsg-hsql jar file

Hi,
 

     i've been reading up the epsg section and i just wanted to ask you,
what is meant by the "projected coordinate system code "? My guess would be
that it has something to do with this, EPSG:27700, would i be right?

If so, what do these codes mean? 

Why would you decod them? i.e   myCrs = CRS.decode(DEFAULT_CRS_CODE);
