[Geotools-admin] Svn cut off completed, headers next

We will need to check back with osgeo central and see who actually sent 
in contributor agreements just before we graduate.

Next up changing the headers, I am cool with a search and replace for 
some of this work (see 
http://docs.codehaus.org/display/GEOTOOLS/Graduate+from+OSGeo for 
specifics).

Thoughts? Do we need a rest before we start in on this one?

PS. Note search/replace will still not get module maintainers out of a 
visual inspection of their headers (ie providence review) but most of 
that was done last year.
