[Geotools-devel] Review 2.4-RC0 src download

- README still does not work in notepad, we should move to a README.html 
just to get over this problem
- No LICENSE.txt in root (this is a problem for the bin download as well 
- acuster will kick me if I don't point it out). Their are a few in here 
(modules/library/main/LICENSE.txt and 
modules/library/main/SOSNOSKILICENSE.TXT)...
- pom.xml files not viewable in notepad
- I will report back after my mvn clean install is finished ....
