I am running "maven -O build" aka I don't want the test to run at all.  
I do not have a local instance going .. or wait do I?  I have a local 
postgis, but I am not sure if the test automagically checks the local 
machine by default?

But trunk was building fine ... as far as I know this is just 2.1.x.
