All of those reasons make sense - you make notice that geotools/spike is designed with this idea in mind. I am currently hacking on the Java 5 based gtapi "project". Right now gtapi is just "there", you can check it out as a "Project" in eclipse and work on it. GeoServer also works in this fashion. However there is a down side, Maven is much better at allowing projects to work together then Eclipse is. You will notice that uDig goes to a lot of trouble to have a custom build.xml file run that downloads the correct jars from the maven repository.
