Multilingual metadata editing is defined in iso19139. You don't have to make
one record for each languages. Using iso19139, you could translate only
some  gco:CharacterString elements (eg. gmd:title and gmd:keywords). We made
most of the work in geocat.ch sandbox.

When creating multilingual metadata editing, some other questions have to be
taken into account:
 * which language to display in metadata viewing ?
 * how to index ? and search ?

Basically, in geocat.ch sandbox, we choose to view metadata content in GUI
language if available. If not, in default metadata language (ie.
gmd:language). One index by languages is created and when searching GUI
language is boost for results to be on top of the list.

More works needed to merge this to trunk (not sure how much works is
required due to editor Ajax changes). I have to chech that and keep you and
