Hi,
I encountered an ... let's call this a a bug for the moment, while installing the "Numerical Vertex Edit" plugin in QGIS 2.16.0.: 
The plugin is broken. Python said: ascii
And if still installing, it's written in a yellow band on top of the QGIS plugin manager : plugin broken.
Any ideas about this ?

In which operating system is this? I have it on Debian, and installed on several Windows 10 machines, and it was behaving properly.
I had reports of not working on OSX though, without much details.
