#5 File missing

I have installed Geoblock 2017 on my Windows 10 laptop. When I run Geoblock.exe under the bin folder here is what I get: System Error: The code execution cannot proceed because rtl240.bpl was not found. Reinstalling the program may fix this problem. I searched for it under the director I put the program in and came up with nothing. Please let me know if there is a solution to get the program to run correctly.
