#9 missing masters attribute

Portage/layman complains every time with

My bad.

Just noticed that these files are present but, the folder overlay is not top level and so this repository is not in an overlay format. https://wiki.gentoo.org/wiki/Repository_format

yes, it's not top level, because I've had to include some additional files, like tools or gaston
