#43 updating how uploaded schema's are processed

fixed for how upload of schemas are handled:

-- escape reserved XML characters on saving genome
reports and xml schema upload
-- xml schema where case of element names have
changed (case-sensitive transformation at the moment)
-- xml schema with elements that have the same name -
just reject

- now that we are implementing XIDs, check and warn if a
schema doesn't have XID's, show, link to GSC Toolkit where
it will be possible to add them (even if they aren't used
in a different implementation, there shouldn't be an
overhead making the necessary for GCat)
