#46 missing copyright headers
Many of the files in the source are without the standard GPL2/copyright header:

Why bother with copyright? Gens can't be distributed. How do you turn off starscream? Where's the alternative GPLd 68k emulator?

Why do you say this? What prevents Gens from distribution? The starscream library is really the least of my worries at the moment, as it has a copyright header intact.
Actually, I do see a potentially problematic license with the starscream library itself, but it's nothing that can't be corrected by anyone working on Gens itself. All that would be needed would be a clause in the Gens licensing that states that it may be distributed and used with the non-GPL starscream library which is only for non-profit use.
As you may know, there's been other attempts (Debian...) to package Gens years ago. If you can get that exception clause, it would help a lot. Carsten claimed (patch id 1744486) there was a GPLd 68k emulator somewhere.
It would be great to find a GPL'd 86k somewhere, but it could still work out the way things are now - the Gens maintainer could simply add a clause in the distribution stating that Gens may be distributed/used/compiled/linked with the non-GPL Starscream library.
I'm actually encountering this same issue with packaging the unrelated snes9x-gtk: the main package needs a license exception, though the included non-GPL code can still be used.
