Summary: GenoPub: Use of a '&' in the name of a dataset breaks IGB

Initial Comment:
Use of a '&' in the name of a dataset breaks IGB's DAS2 parser.  Either this needs to be escaped or forbidden when entering annotation names.  Might also cause a problem if there is a '&' in the Summary field. 

To reproduce the error, add an annotation in GenoPub with a name like "This is a & test", reload the server, then attempt to open the Species it contains in IGB. It will throw a SAXParser error upon attempted processing of the types DAS2 XML doc.  I suspect the & symbol has some special meaning.

Are there any other symbols that should be avoided?

Any character that has special meaning to XML must be escaped as an XML
entity.  That includes "&'<> (double quote, ampersand, single quote, less
than, and greater than).
