Geany does not access remote URLs, something else has to do it and pass a temporary local file to Geany, usually this is gvfs/FUSE.
It may depend on whether the original URL or the temp file is passed to Geany, if it was the temp file then that is what Geany will reload since it doesn't know the URL exists.
