geany-plugins-0.21_setup.exe

Webhelper is not shipped with the plugins installer despite

http://geany-plugins.sourceforge.net/geany-plugins/geany-plugins-0.21.NEWS
where both docs specify that it is.

A quick look into geany-plugins-0.21_setup.exe\lib\ and you will see that webhelper.dll is missing.

webhelper is currently not build for windows due to some missing dependencies.
