#450 ReadIntoBuffer() returns false for a valid dicom

Seriously this DICOM image is brain dead. There is exactly 0 chance to be coming out of a real Modality. So please check with whoever wrote that horror to go back and fix his code.

You can fix the most obvious error by doing:

$ gdcmanon --dumb --replace 0028,0008=164 2.16.840.114421.81653.9559384261.dcm correct_number_of_frames.dcm

Fixing the other errors is left as an exercise !
