correct me if I am wrong: The wavelets is a basis function that is used to change a complex function or operation into simple operations that can be done on the CPU or the GPU. one of the advantages of wavelets over other basis functions is the need for a small no of coefficients to represent the original function so it is a good compression method.But the problem with the wavelets is that it needs operations that are not very suitable to current hardware,so when uncompressing it needs complex operations which makes it slow.for example, the lighting of a small model when calculated using compressed wavelets runs at 30 fps on 9700 pro, so it can not be used in a game now. If you are thinking of using a basis function to compress the heights of the terrain, find another simpler basis function. wavelets have a lot of complex properties that you don't need as being rotationally invariant for example. Also I think that he wants to compress and represent a lot of dynamic data more than just the heights of the terrain, which is not a problem.
