OK, progress! The code has to have the #config FOSC_INTOSC statement or it ignores the frequency setting. The 31 KHx clock speed works now. It reduces current during WAIT from 0.5 mA to about 50 uA. With the 12LF1501 at 3V, it's about 10 uA. Probably good enough for months of AA battery life. Thanks for all the help!

Remove #config FOSC_INTOSC you do not need it. The compiler will work it out for you.
